There were some 52 RTOs teaching celebrancy according to the A-Gs requirements.
Most were non-celebrants teaching other non-celebrants how to be celebrants.
Some were bad celebrants teaching non-celebrants how to be celebrants (worse).
Gradually, the course of the most exploiting ones got down to two days.

I have never heard of any fee paying student being failed with these people.

In many I could not detect any assessment process (they come into the Celebrants Centre with questions like -
"Hi, I am a marriage celebrant and I have a wedding, there is some kind of form I have to fill in, isn't there?)

Many who have "failed" the College of Celebrancy's NRT course i.e our course is too difficult, just go and sit in their (the other RTOs) chair and come out with their SOA.
I have many people in my file whose complaints about some RTOs are really savage - as well they might be when you read the detail.

When disgruntled students have challenged one or two of these, they have received solicitor's letters threatening them with legal action (after the ACCC a very easy way to get rid of me too.)
Many have stolen my materials and the materials of other reputable educationists.
Though there are some very good people in RTOs (Like me!), to quote Obama, it is a "failed policy".

Rona Goold beautifully explicated, from the Code of Practice, how ceremony is essential (LEGALLY ESSENTIAL) to celebrancy. When one of the exploiters was challenged why they didn't teach a word about how to organise and deliver a ceremony - he said - "They can learn the frilly bits later"!
Nationally Recognised Training is totally exploitable by capitalists without ideals. They know how to exploit and make money out of the system -
"Isn't his what you are supposed to do?
Isn't this what everybody does?

The competition, the capitalists so love, will be about who gives away the piece of paper for the cheapest price and the least trouble to the customer.
(Not just celebrancy - there has been much publicity in Melbourne about RTOs exploiting migrants in various ways.)
The new Certificate IV will solve nothing. No one will fail. They will sit there with the exploiters and get their ticket, in just the same as they have since that dreadful day - September 1 , 2003. (Believe me - I wanted this new system to succeed.)
(My letter suggesting a solution was not even answered by the Registrar.)
